Allow turn on/off particular powerup, like "/poqwerups q r" will toggle quad and ring.
So, usage is "/powerups [q] [p] [r] [s]", without params command turn on/off all powerups.
Actually command just set "k_pow_q", "k_pow_p", "k_pow_r", "k_pow_s" variables so as server admin you can set it up from configs, ah and "k_pow" variables still exist and it just globally turn on/off all powerups.

BUGFIX for k_pow_min_players (matchless mode), it was bugged in few ways.
Ah, and now ALL powerups spawn in 30 seconds after message "Server decides to turn powerups on", so on dm3 that means what in 30seconds there will be quad pent and ring and after that normal respawn times applied, 60 seconds for quad and 5 minutes for pent and ring....
