Description
FPD bit 4 (value 16) forces Qizmo to always report changes in the qizmo-lag setting in the chat.
Reveals any attempts to 'fake' ping.
In my opinion this should always be required, so don't give any option to turn it back off.

Should be enough this way, server admins won't change these values anyway.
