Description
Restart function has been changed to be only a quiet quit of the server.
It needs to be reinjected.

Useless to create a "version" just to say it won't get fixed. I don't care about the command but then let's remove "restart" command from mvdsv. I just find it utterly stupid to have a restart command that... doesn't restart.
