Unable to "observe" when specs using VIP and still free specslots

Description
Fast "observe" command fails when speclots are not full by normal spectators if there are VIP'ed specs. Using spectator 1 and reconnect is known workaround. Example:
Maxspecs 4, spectators 3, VIP'ed spectators 1. Player is unable to use observe command due to "specslots full" error message.
