added k_keepspectalkindemos, default 0, did not tested, this makes me cry

It makes me cry as it does not do what it was supposed to do, instead it completely disables the visibility of spectalk from both demos and from QTV. A fix is required:

1) Keep the QTV <-> specs talk visible at all times. (no CVAR can affect this)

2) CVAR affects only the spectalk seen in demos, and has NOTHING to do with QTV.

So, instead of misinterpreting things and getting zzz, first thing to do is realize what was meant to happen and then make the fix properly, not by sloppy two line fix.

REASON:

1) admins can choose if they want to reveal spectalk in demos or not
2) admins that respect people's privacy, can disable it
3) players can be happy about it and ask for change if they want
4) and noone is forced to see it the way or the other

From the looks of it, we are displaying/storing spectator messages in demos by default.

If someone wants to disable this behaviour (me! me! me!) then you can add the proper variable to your KTX.CFG configuration file. Noone has tested this but I assume it works, and if it doesn't, well...
