Description

Currently, you can only disable spec to player talk during games. I want to disable them entirely.

Rejected for several reasons:

1) Specs not being able to talk outside of play would join as players to talk
2) There is client ignore for spec talk already
3) QTV specs would have to stop talking too

4) This is not KTPro anymore :P
